First about your retention policy not working,
- The retention policy will not take effect until 7 days after it is set. I don’t know if the retention policy you created exceeds 7 days.

- If it’s been more than seven days and the retention policy still doesn’t work, then I would like to know your specific process for creating and applying the retention policy. If possible, please share with me screenshots of each step you took to create your retention policy. This will help me further test and investigate the cause of the problem. For your safety, please do not disclose your privacy issues.
The second is about setting retention policies for folders.
According to Microsoft's official documentation, retention policies do not support folders. Reference: What's included for retention and deletion.
